Vaillo + Irirgary Architects, propose to design a security and emergency coordination center for the government of Navarre, located in a green environment and headquartered in the capital, Pamplona.

The design has been in first place in the contest called by the Navarra regional government and has been awarded 18,500 euros and a contract of 79,860 euros to carry out the preliminary studies. The decision of the contest has been announced this morning at the Palacio de Navarra.

Some of the factors that most represent this project are its architectural integration, volume, spatial quality, its flexibility, and its environmental objective.
Vaillo + Irigaray, designed their proposal in a space divided into two phases separated by the union of its institutional character, along with a friendly and sustainable environment, which thanks to its volumes manages to minimize its visual impact.
 
Antonio Vaillo has indicated that they sought to create: "landscape buildings, designed so that workers can enjoy a friendly space where security is not at odds with transparent structures."

This set seeks to generate a space that can function and be accommodated for other events. On the other hand, we find green spaces, wooded areas and slopes that will serve to hide the unevenness produced by its volumetric structure.

The jury positively valued the implementation of the proposal with a reduced occupation of the land, achieving a harmonious transition between the rural and the urban, showing flexibility and versatility to adapt to program modifications.

The project presents a security and service perimeter, central main access, two secondary accesses, and free spaces between the different buildings that will give rise to squares and gardens.

Description of project by Vaillo + Irirgary Architects

The proposal by Vaillo + Irirgary Architects proposes a unitary layout with the character of a landscaped park, integrating the security systems into the design itself.

Architectural integration. The architectural proposal enhances the institutional character while proposing a scale of great friendliness and comfort for the citizen, helping the social interaction of the security services.

Volumetric strategy and minimization of visual impact. The program is divided into smaller volumes to minimize visual impact.

Spatial quality and urban spaces. The different volumes are adapted to the geometry of the site and the roads, generating various outdoor spaces in the form of squares of great environmental quality.

Flexibility and functionality. The proposed design is based on the search for maximum flexibility, allowing a multitude of solutions capable of accommodating different programs in both space and time.

Image-based on ecological environmental principles. Various strips of vegetation organize the proposal: tree-lined perimeter; green slopes to absorb the unevenness; squares and landscaped roofs.

Vaillo + Irigaray Architects is an architecture firm founded in 1998 by Antonio Vaíllo and Juan Luis Irigaray, with Yago Vaíllo joining as a partner in 2020. It is located in Navarra, Spain.

The working method in the office is based on the concept of project strategy, which embraces the widest range of possible scales, from a simple bench to the whole city. It proposes a creative process that will develop founding concepts to be equally applied to management, procedures and design.

Vaillo + Irigaray Architects conceive design from a multifocal perspective, so they deal with matters from diverse points of view to contribute unifying solutions.
