Now that the general elections are closer, ASA presents this new ecological manifesto so that all political parties can assume it and incorporate it in their election programs.

Following the activity that characterizes this association, which works to integrate sustainability, the environment, biodiversity and climate change, this manifesto seeks to become an instrument of reflection and change in energy sector and policies pursued in the area of climate change. 
 

MANIFESTO

Our country has a potential of over 400,000GWH in renewable energy, including solar PV and thermal systems, wind power and biomass, while the total consumption in buildings is 290,000GWH, well below the productive capacity.

However, no short, intermediate or long term proposal from any State Institutions or programs of political parties take into account any possibilities in the energy sector or the urgent need for its transformation.

Our citizens deserve a quality of life in accordance with the economic and cultural level of the country within the European context, and that will only be possible by means of committed short, medium and long term policies, to optimize conditions for achieving truly ecological goals.

If we consider the average (percentages vary depending on the different climate zones), the poorer inhabitants of our country can be spending up to 30% of their limited resources in paying for their energy needs. The unprivileged classes support to a great extent the burden of the energy market and if, as is frequent, this coincides with problems of healthiness, stability, etc., of their housing, the political priority of dealing with these deficiencies is unavoidable, since it is through housing that complete and thorough ecological policies can be carried out.

Public investment should give priority to the rehabilitation of housing with deficiencies in healthiness, stability or energy efficiency, financing these programs either directly or by means of European funds, and do so urgently. The housing in need of rehabilitation for these reasons is estimated as 10 million dwelling units from now until 2050.

This activity would revitalize the non-speculative, small scale and local building industry, both in technical renovation and in creation of productive employment in small and medium sized companies and would offer a viable alternative to the threat of new “real-estate speculative bubbles”.

The economic policies of both the central government and the autonomous regions should break away definitively from servitude to the main energy, production and technology operators, in order to adapt to new market parameters, urgently, not only to avoid delay in reaching parity with the advanced countries of Europe but also, insofar as possible, to provide an example of social solidarity both in the country and in an international context, considering the surplus of renewable energy available within our frontiers.

In this sense it is absolutely necessary to define the position of our legislation with regard to the definition of "nearly zero-energy consumption", and do so without delay, so as to be able to participate in the event to be held in Paris in December as one of the countries that has taken the step from “nearly zero-energy consumption” in public buildings to “Positive Energy” (produce more energy than what is consumed). If this is possible in countries such as France, Denmark, etc., in ours, with privileged conditions in sunshine, topography, hydraulics, wind, tidal power and biomass, this step is a unique and obligatory opportunity.

No less important is to return to the process initiated but frustrated in 2013, that regulated autoproducer energy, in collaboration with the electrical companies, in accordance with the criteria of net balance, as done in other European countries, such as Italy.

The public institutions, political agents and related groups will have to answer to history if they do not now assume the ecological commitment, which inevitably, sooner or later, will shape not only the economy but also the culture of the country, as an expression of the life and values of its people.

For this reason, this manifesto is directed to public opinion, but above all to the politicians, so that they open their electoral programs to this project for a society based on ecology, understood as the relationship of human beings with others and with their environment.
